He is doing it because he can do whatever he wants. The cult of braindead are appeased easily. As long as he remembers to spit on them once a week they are happy.
It's obfuscation, plain and simple. If he fuzzes the definition of what belongs to a specific update, people will have a harder time denying that he met his promised goals.
Just look back to when he had the 52-in-52 target. Even though he failed miserably almost immediately, there was still someone here claiming that he had admirably achieved his goals.

My guess people were initially just down bad for a game with a 100+ girls harem ... regardless of how badly it's handled (it's still porn after all) . Plus a sizeable amount were baited by the implied , then denied, incest , some other by the Shauna trans route (and still being baited over some stuff)
