Stepped dad scenes as far as I recall happened only while you are under the Secretary pill. Never stumbled into any other one. Oh, yes, apparently he uses to peep me when I am in the shower while female but, unfortunatelly never did anything other than that.
He can also spike you if you don't clean and doing that 3 times leads to a scene
Starting on modding right now and to start you'll need: VSCode and Twine. VSCode is a code editor and Twine is an application that reads and converts .html to .twee files, the format most mods are written. There are some in .zip format but the mod loader reads them without the need to uncompress the file. Just add it as it is.
there are two mods that add scenes with the step dad. one is a mod that allows you to spike the dad with the maid pill and you can chose to have sex or not. the other mod is after you have the live in maid effect the dad will force you to do a sex act. I don't know if these are what you meant but it would be nice if there was more stuff with both the dad and the sister being drugged and drugging.

Regarding that, it's just insinuated by a pair of phrases that show up sometimes while having shower. One of them says you listen something as some fast footsteps receeding in the corridor. The other one says you feel like someone was watching you while showering. Surelly not Alexia, then possibly the stepdad,... or maybe a character hidden in the shadows, by now, lol. Can't say more than that!
I do not recommend using the Twine application for anything. If you just want to make a mod, technically the only thing you need is a text editor (VS Code is what most people use) and you'll want the twee language add-on.
It requires being in the mall while male and having high masculinity (>80). In my notes from when I looked at this event, it looks like I triggered it by repeatedly doing

I'm not sure if people encounter the save issue without modding the game, however, I do get it most of the times and I play only with mods. If it is important to recreate it no matter if the game is modded or not:

You're prob right, and editor is enough if you have all skills and knowledge needed to do that, or if you just want to get into an already done mod and play a bit with it.
You can use tweego for that too, and also... why did you need to decompile it at all? The game is opensource.
Let's say I'd like to do some checking .twee x .twee and see how the whole thing works. Point is, I just know nothing about twego. So as starting point I'm using VSCode as recomended. As it says, I'm still a Newbie
