I'll tell you what I can without spoilers.
On the eve of the winter solstice, under the moon and stars, in a secluded garden of blue snow roses. The reason being that it's the only memory she still has and clings on to from her past life, and the only memory she has of being safe and loved, though she can't remember any details anymore.
She was created by Silver and has not created any vampires herself.
Vampires are 99.9% sterile and all female. In the exceedingly rare case where a progeny is conceived, it would be female as well and would be a dhampir(or vampire light, if you will)--these have a high chance of presenting with genetic defects as well. You've already met one of these.
Magic in my story is more like art. If they apply themselves to it, anyone can do it. Like with art, some people are born magically talented, like Marie, Selena or the Dean, but Caleb isn't one of those people. He's considered to be a lousy magician compared to the best of the best, but overall he's well above average. That, however, wouldn't translate to a child, unless the child would want to pursue magic.
That's about as much as I can say without spoiling future plot points and events.
