It's 2023 and people still don't know about Pixiv and the rules about censorship? Given that the artist is in fact japanese, they're required to put any sort of censor (being mosaic or black lines or anything) in their works. Else they get flagged and worst case, their account closed.

Because under Article 175 of the Criminal Code of Japan, it's illegal to produce and sell uncensored pornography. The majority of hentai comes from Japanese artists. If an artist/company was to make uncensored porn whether it is hentai or real porn they can and will be arrested and prosecuted for it and face a ¥2,500,000 ($17,000) and up to 2 years in prison. Most uncensored porn is either decensored once it leaves Japan or in the case of "real" porn it's produced illegally and sold overseas. Don't expect Article 175 to go away anytime soon either.
