Is there a way to actually bang Rachel, or can we only see this scene in the VR gallery?

And it wasn't to belittle girls/women, but rather to highlight the exaggeration of the scenario, which is derogatory towards them. Well, I'm nearing the end of the game and I've just started, or rather tried to start, the special events, and here's the thing.
After collecting all the cosplay outfits, at least I think so, I went to the fitting room in MC's bedroom, and I thought the first special event should take place with the first outfit I found, namely the maid outfit for Leslie. I triggered it, spent three full days with Leslie wearing it, did the sex scene on the chair three times—once with the maid outfit, once with normal clothes, and once naked—but I didn't get the supposed sixth photo in the photo album. And when I went to City Hall, I went up the stairs in the right-hand corner, but nothing happened. I couldn't open the first door, and obviously, I didn't get the last token. What am I doing wrong?
