The tag means pretty much non-western games that need a translation for english.
Same as manga and anime not always being from japan.

I don't think that it matters who or what the developers are (Chinese) It's advertised as a Japanese-style RPG everywhere I look online

Edit: The game does need to be by Japanese developers, genre is removed, thanks for pointing it out (y)
