Since you seem unaware, Japanese law has serious penalties if their citizens distribute uncensored porn.
"A person who distributes, sells or displays in public an obscene document, drawing or other objects shall be punished by imprisonment with work for not more than 2 years, a fine of not more than 2,500,000 yen or a petty fine. The same shall apply to a person who possesses the same for the purpose of sale."
So unless it is being distributed by a major over seas company that takes the time and money to de-censor it then the odds are low that you will find it uncensored. If it bothers you that much F95 gives you the ability to ignore all games tagged "Japanese Games". Check your settings.
Countries that don't have some form of censorship are few and far between. I don't like the censorship either, but their country, their rules.

If I import a UK fridge to America, the plug isn't gonna fucking fit into a US socket, it's not gonna magically transform when it crosses the border.
Same with the games, you're in a goddamn piracy site, most of the uploades on here aren't the original devs. What do you expect? The uploaders to magically procure the original animation/art file from the devs and just turn off the censor? That luxury is only for live rendered 3D games.

If a Japanese developer sells his games uncensored in the USA, he is not liable to prosecution. But if a Japanese person takes the game home, to Japan, he is liable to prosecution, but not the developer.
