I've been stuck in this same loop also. I just figured that's as far as they got? Not sure if it's a bug or just incomplete.

I just completed Episode 2: Triple Thread, what should I do to start next episode? I got Korra to work as maid in film studio, got her training in LGBT to level 3, I can´t train her anymore because Kuvira doesn't have equipment. I can only chit chat with Asami. Also, how to get the card to elite services?
Start new game, man. in that new game after complete korra's obedience 1 and moral 1 , then do korra cook and asami chat. then in your room it will be available.
after complete kya massage practice go to park at night. Talk to that flash girl. then talk with lin at night.
Even the force is against me on this, obiwan. Can you tell me what is the error you are getting?

Exhaust all of Kya's scenes as MUPLUR said then check out the park at night. You have to run the flasher out of scenes. You'll know when she gives you a location to go next. Then go and talk to Lin at night. It just fired properly for me right now. (Very busy schedule)

That's the thing. No error. I open, get the security warning. Go to prefs and "Open Anyway".
Icon pops up then disappears. No error.
