Because it's made with Adobe Flash and vector graphics. Vector graphics are much lighter than jpeg, PNG and any rastered images. It's a format based on geometry.
No, it would be totally fine, with the same quality even on an 8k monitor. It's made with vector graphics, not rendered pictures. It does not get blurry when you increase resolution. That was what made Flash interesting.

Huh? The changelog is there in the game. Two completely new scenes (Jessica in shower and Jessica + Alia in shower), three scenes got additional shots (Harah boobjob, Reverend Mother anal, Jessica raped by Sardaukar), and two overhauled graphics.
