Indeed, therein lies the paradox of fetishism of the taboo
- sexual thrill and pleasure is derived from imagined/implied danger of getting caught doing something 'naughty' - there is no pleasure in the act of getting caught after the fact (with a surety of negative consequence).
Thus, an exhibitionist exposing oneself in a public location, while not yet at actual risk of negative consequence, can be sexually gratified, albeit involving progressively escalated levels of risk as lower levels of exposure become normalised.
That gratification can allow for being seen, photographed, and/or recorded by someone they are certain is not going to expose them - including a co-dependent relationship with a blackmailer who knows they would lose the ability to interact sexually with them after the event of full public exposure.
But if someone outside that circle of safety gets them on camera, and there is no way to prevent full public exposure and negative consequence from that recording, the gratification is replaced by trauma & shock among other negative mental and emotional responses.
