But if someone outside that circle of safety gets them on camera, and there is no way to prevent full public exposure and negative consequence from that recording, the gratification is replaced by trauma & shock among other negative mental and emotional responses.

It makes perfect sense in Japanese culture where being publicly exposed doing something bad is not only equals your life being practically over, but also great shame for your family.
