It's just an illusion caused by his super-sized shoulder pads that take up too much room under his shirt — they pull the rest of his clothes so tight that it just looks like he has hair there.

Actually, that lump is the skin of his crotch trying desperately to re-consume his genitals to stop the immense bodily pain caused by his overly-tight trousers!
