Alternative fix here
Compatibility mode: Run this program in compatibility for windows 7
Run it using this Locale-Emulator

The installation instructions from the opening post, with a tiny bit of a edit...

1. Extract.
2. Change the compatibility to older version of windows from properties of the exe file or follow to avoid error.
3. Run using Japanese locale Admin privilege Locale tutorial.

Um question, how do I put the files for the game into RPG Maker 2003? It's a bit different than the more modern RPG Makers so need a bit of help on this one

If you mean the RTP I just install them. For any errors check the installation instructions or look above, it's a pretty old engine and needs Japanese locale.

oh wait never mind, I got to the starting screen but got a new error saying "You must set starting party position" after the hit start. Is there a troubleshoot for that?

As far as I can find set starting party position is when you . Don't know why you'd get it from trying to play this. Download it again set compatibility to Win 7, used Locale Emulator and the game played fine.

Dunno if people still looking on this thread, but if you want to play this. I suggest just download easy RPG Player here :

Copy the exe to the game folder and it should be working without issue.

Using compability mode doesn't work for me, I can't control the arrow.
