no, you do not "have to" its optional for additional scenes. i didnt buy them and she still blackmails me over them
It is certainly not optional. If you can progress the story without buying them. That's the bug.
A good number of the events in the game have Ryan using the spy cams. There aren't versions of thous events without them.
I'll try a playthrough without buying them to confirm and we'll get that fixed in a future version if it's the case.

The only way as far as I know is this mod. I haven't seen any way to after school event in official release.
This mod also allows you to use all available CG with her in that location every time, and the option to pay her another way, or get what you want for free (with different dialogue ).
