Ok, this is a north american thing vs the rest of the world I think. But in N-A the ground level is considered the first floor or RDC and once you take the first flight of stairs you end up on the second floor. I'm not texan so I can't say for that particular region but that is how I have been thought. Fun fact it makes a fourteen floor building in Europe much taller than in N-A since we tend to skip the 13th floor too.
