If you didn't have innkeeper events in the inn or never visited it, Victoria will refuse to enter. She will however not refuse to enter when the old man gives you the task. I can't remember the version revisions over time, but in my latest game old man asked for bread for a while and when the story got far enough he started asking for flour. The thing about flour and the shopkeeper is that you only get the dialogue once, so if you held text skip button, you might've missed it. Can you enter the inn during the day after the old man asks you to get him some flour? If not, then it might be a bug.
