I would build the brothel like an older building, which even under the succubus wasn't renovated completely, means, player can expand or develop it. The bar is "optional", not build yet, so you can do some competition and subjugation with the local bar and become the new center of the city.
I would redo the city, the monster and other city, they are to small, the round creation of the small city is walking intensive and with that annoying. Town are made of districts, like Jew districts:

You can do some districts off limits, so just some big door you can't pass, saves time. I would do taxes once a week, if you need more confrontation with the tax guard, just do special invitation irregular.
