I remember Hank saying, that he didn't want to blackmail Anna. But it might not go according to his plan and still despite all his efforts it might not be enough for Anna to really fall for him. I think Hank is someone, who would use some blackmail methods in this case, especially if his pride was hurt by being rejected in the end.Hank said that he didn't want to blackmail Anna, he wanted her to come to him of her own free will and be grateful to him for helping her solve the problems of her husband's company. And she obeyed him in everything. Hank will wait for Anna's gratitude, at the same time he will sabotage her hard work and put pressure on her. The old fox Strenstromber will use trickery to drug Anna while having dinner with Anna and then seduce her. He had already tried this trick when he wanted to get Anne drunk with her Father's favorite alcohol, but David thwarted his plans because the old fox did not give David enough poison to eat. I wouldn't be surprised if that old fox poisoned Anna's father.
So I wouldn't exclude this possibility. There might be even two options, one where Anna falls willingly for Hank and another one, where he doesn't succeed and then out of hurt feelings relies on blackmailing. Who knows, all of this is speculation...
