Because the creator said he would have to get rid of the old fish. He would have to come up with an ending for him quickly (e.g. send him to prison) which would be a problem for him. And so it is still in the story even if you reject him he still stubbornly tries to win over Anna but to no avail. Until the creator gives you the final decision to reject him forever. It's a pity that game creators don't give you funny choices that lead to avoiding some scene you don't want to have, e.g. the old fish wants to kiss Anna but he doesn't kiss Anna but the shitty diaper of little Sophia which Anna is changing and she throws it and it falls on the old fish's face.

It's a bit different with the others though.
