1.0 is feature complete with all content for commercial release done. It was never used as 'the end'. That would generally be version number and FINAL appended to the number, which rarely happens since most places don't know with absolute surety that a patch will be the last patch. Alternatively, you can also version with ALPHA 1.xxx till feature complete but not all initial content done, then switch to BETA 1.xxx etc... But a standalone version number starting with 1.x is assumed to be a polished product.By the way, version 1.0 is not the end unless the developers themselves say so.
