You cannot! You get it during the conference. You need information before, not the necklace, Talk to Adele or Mr/Miss Beasley or Sarah for information on the necklace and defences. Then do the conference
Will this game eventually be completed, or is it one of those where you just keep adding stuff as you think of it?

Technically is it complete as of this release, as there is now an end game, but it is incomplete.
I will expand on it for quite a while to come, how long that is I do not know, maybe indefinitely, I just do not know,
I've downloaded this game in the past atleast three times. I always stuck at some point without any hunts on how to proceed. Maybe it's me, maybe it's the gameplay. Anyone else had the same problem?

Small Fix for Version 14.8
Attached is a fix for some reported issues
- Tracy pool image
- Anita cannot be ordered to guard Davy once back at your bedroom
- defeating Davy can block the appearance of Sarah
- Didi 'go naked' option could randomly damage another person
- fix a hang if you do not have the Book in the Gold Worm event
- some incorrect text with Tracy telling you things and she was not there
If these matter to you, then download the attachment and unzip it. Copy the extracted file compiled.js into the folder

in your game and overwrite the existing version

I got Tess with Mr. Adams, he surrendered to me but now there is now option to advance things. Tess is stuck there and I cannot get the male charm thing. Any way around it?
Is there a way to get Hannah to free/loosen Jessica's chains after she has been charmed. If not can you please write the value that I have to insert to make Hannah not charmed by me.

I am obviously going to have to change this. I thought it reasonable to prevent her leaving until he was charmed but I have another person reporting the same issue elsewhere.
Well use a save and don't do that, learn Masculine Charms first, otherwise learn the training from Sir Ronald if you are on the apprentice path. Lastly cheat, open the cheat menu, view people, select yourself, type 19 in the Toggle Flag box and click the link
Which version, it differs a lot between the Apprenetice and Murder versions.
The key thing for both is check around to learn about the necklace and how to defend before advancing. On the murder path stop and talk to Tina

Once Mom goes to work deliver the suitcase as soon as asked. Visit the TV Station that night and spy on them. Check Gabby's office
Talk to people about the necklace, notable Adele, Sarah and Mr Beasley.
Then talk to Sarah or Mayor Thomas to get into the conference. The conference is fairly linear, charm Gabby when you can and take the necklace. go to her home and free and optionally charm Mom
So I am on the murder path and Tina has been turned into a vampire but I can not find here after Lillith turned her.
P.S. how do I continue with Elian? Jade does not give me the conversation option that is present in the people.html

In apprentice path I have followed walkthrough, but when I go to sir Ronald house there is the police, this way I think I cannot see Sarah
