No there is not, it is a fairly major change to the game to add content like this and I am personally uninterested in it, so I will not be adding it. I am always willing to add content if someone else FULLY writes it and preferably codes but I can handle the coding if needed

Open the cheat menu, select 'View Items' in the edit box 'Add an item' type 23 and click the link 'item' and you will have it now (assuming your inventory has room)
alternately open the JAvascrit console and type
perYou.PutItem(23)
AND I just fixed the bug here making the plans get lost
For the love of God I just can't seem to get the Manipulative Charm !! I tried everything !! Is it a bug ??

No bug, just charm a person or two, then check the Book, then talk to Sir Ronald or Tess and learn the training. Charming people and some other things give you experience to learn trainings, if you check the book it will not it is changed and this indicates you can learn a training.
Please remember this is a training, it is not a spell to learn

This was a small update I was capable of while recovering from a serious accident, so I could get something out.

The Stears letter you see at the very start of the game is automatically picked up and does not appear in your inventory, it is for story. I guess you are confusing the letter and Mr Beasley's paper discussed in the walkthrough. It is in the History Classroom and there will be an icon or link to pick it up.
May I suggest not playing the game using the walkthrough if you are just playing for the first time. Try playing it and following the story and suggestions made in the game events. If needed refer to the walkthrough if you are stuck

Hey man, version 14.16 - conspiracy path - getting stuck in the guest room at the gates mansion, I've had to teleport out... Also, not sure if this was intentional or not, but on both murder paths you have to cast "pass" at the gates estate to get to Sarah, using the "go inside in the mansion" button takes you back to the crime scene. Thanks for a great game!
it seems you're trying to access the mansion at night, mansion has a barrier to keep monsters away at night

There is something confused in your description here, the crime scene only appears on the murder path, and the conspiracy path is not on the murder path

charm him and then cast the transform spell on him
BUT
this is tied in with Catherine's events, so it cannot be done until the scene with Mr Beasley/Amy/Catherine and then you come to an arrangement with Catherine
