Is Kate's quest bugged? I don't see it in the quest tracker after helping find the ring, and she and the innkeeper spawn upstairs at midnight but promptly walk away from eachother without dialogue.

Because there's no quest after MC found her ring. I guess that you just began to play the game. In my opinion, your priority is ensuring you have a place to sleep at night after the baron confiscates your house key. PS: Kate is a bard maid. The way to get to know her is just like your buddy's doing by giving her tips when you have a drink with your buddy. If you're strong enough, you can even protect her which your buddy wouldn't dare to do when other patrons want to molest her.

You need to talk to her while she is sitting next to her dad's grave to continue.

Claire only let you have sex with her with Kate in the room if Kate is drunk and won't wake up. So the answer is NO.

With enough Corruption, you can bang Claire in from of Kate's bed while Kate is sleeping. Kate must be drunk.

If Kate's and Claire's Corruption is high enough, their quests are advanced and you are banging both of them, a threesome is possible. But Claire is the one that proposes it.

Once it is in your save, you need to load an earlier save if you want to get rid of it.
