I don't know what you mean by 'turned off'. If you turned off NTR, that would do it. I believe there is a way to turn it on, if you open up the menu, scroll down to the bottom (keep going down, there are two more options in the menu list), choose Options, and turn on NTR. I think that could work.
But to do Penny's NTR with Lucius, you should have had Lucius provide Henry with medicine when he first returned. If you chose Katherin instead, then you'll have to start over.

Might you attach your save file along with the global and config files? Also keep in mind that "file 1" is actually the autosave. For Save 1, you need to provide file 2. So file 2 with the global and config files, zipped together, would work. Chyos still doesn't have a save from anyone for it, and he needs it to recreate the bug to see how to fix it.
