She is angry because you haven't help enough with the growing of vegetables and grinding wheat. She said that sort of thing long before the farm expansion was implemented.
I guess it's possible that it dipped low enough that you can't ask her to go see Giron, or advance expanding the farm yourself.

Please go to the Relations menu and select Penny to see what number is given to the "favor" field.
That dialogue you're seeing is almost certainly the result of the MC sitting down and having dinner with Penny when he has very low favor with her. I do not believe it has anything to do with the MC renting the Mill.
In order to progress Penny's story, the MC must have a positive and high favor with her.
Certain actions like working on the field, grinding wheat into flour, putting chicken eggs in the crate for her to sell, and giving her vegetables when she's working on the field will increase her favor with the MC.
Whereas other actions such as sleeping in her house and eating dinner with her will decrease her favor with the MC.
You've probably slept in her house and eaten at her table too many times, while doing too few chores to compensate.

She has a section in the walkthrough, you have to have several parties before you can kiss her. More parties before you get the post party sex scene.

However, it could also be that this isn't a mistake:
1. In Medieval Timess, there were certainly cases where noblemen had their children raised by someone else. One case is even legendary: the famous "King Arthur", if he ever existed, is raised in all legends not by his father Uther, but by his loyal knight Hector/Ectorius.
2. On the other hand, likewise, noblemen and other powerful people didn't always take fidelity so seriously and slept in the beds of the bourgeoisie. So it could be that Lucrecia cheated on her husband, meaning Ophilia isn't by Pietrov, but by Zachary, and Ophilia doesn't even know that.
Both ways would then raise the question of how Thomas knows about it.

Im curious if cum you sell is finite. For example i sell 5 vials, does this mean it will only be used 5 times in the events or do NPCs get infitite supply of it?

Dave's is wine is infinite unless you switch it.

They get only what you sell, at least, this is true with Kate and in some way with Frisha.
With Kate, if you sold 6 vials, the soldiers will give her cumwine only 6 times. With Frisha the first vial (the one you gave to Lucius as part of his quest) is "scripted", but the next depends on whether you sell more to Lucius or not, Dave will ask Giron for more "potion" and his answer will adjust acordingly.

Now im confused with penny confession trigger - i suppose any sex act with her is counted towards the 5 needed for the confession and its refreshed afterwards? Or not idk, but penny refuses to go to confession after going once and just chilling at the field
