You need level 55 in forging. To do that forge dultharon weapons until you get there.

Just in case, you also need to advance the goblin's quest (Ugotha) up until you fight the dark elves and get access to the forge in the dwarven enclave. With the strange powder the "main" dark elf drops and level 55 in forging you get the sword.

This is the purified version, is one the best (or the best) sword damage wise and with fire and holy attack; almost every enemy is vulnerable to one of those.

I would start with cheaper and more easily accessible material first until you reach the cap on it and then switch to dultharon as a finisher
