Assuming that L&P is actually publishing even remotely honest data, that this data is actually realistic, etc.
I think it's best to just ignore all these percentages published by L&P. None of this values is verifiable. It could just as easily be the case that the update is already complete and L&P just wants to stall for a little time to work on another project, or vice versa, that L&P has been working on something else. The only thing that can really be verified is what has actually been published, and that is nothing except tons of preview images, which do not really guarantee that the entire update has actually been completed.
