because there is no update coming he is just pulling and twisting our balls for his fucking pleasure
If I had to bet, I'd say L&P can't afford to release a bad update after so much time and so many teasers. Fans (specially Dylan's) might get really disappointed and could potentially stop supporting the game if that happened, so even if there's no BJ yet, I believe there will be some real progress in their sexual relationship.
In the end, L&P is certainly aware that for many supporters, after this update..
