Well it took 3 years for Sam.Now it is almost 4 years and Dylan is still waiting.

Maybe you are right.If that happens in PD 13.Or really early in PD 14.
Because with the speed of releases right now,I don't see a way to get all 10 updates for PD 13 this year.

update 4-secoind side job-again no way for a kiss.
update 5-Sam-again no kiss.
update 6-Sophia/Claire/Marie.yes with Dylan,but I can't see a kiss between him and Sophia
