This is one of several options to support Ellie when she is being bothered by some of Logan's minions and Dylan acts like her boyfriend to keep the trash away from Ellie.
This choice - kiss Ellie - is also Not received well by her - it is not a real date - it is, at best, a brother running cover for his sister while hoping to get slowly closer to her. (The kiss does not fall into the 'slowly get closer to her' part of the program...)

Most people around the world who have a sister have sometimes kissed their sister. Without any attraction to her. There is nothing unusual about this. It has been years, at least since the last event on the Ellie route. That was at the beginning of PD12.
Even the friends part is doubtful, more like "friends".
If i remember correctly, the "friends" were having a go at Ellie since she's now single and "fair game".
Yeah, the scene is about Dylan trying to get cozy with his sister to get into her panties later... that's not up for discussion, it's clearly the objective.
Discussion on... is kissing siblings on the lips normal? Could this be called a date or not? Or anything of the sort is besides the point... the objective was getting into her good graces and eventually fuck her.
Now we can have a discussion on wether the kiss was well received or how far we are from getting any type of action with Ellie.
In ordinary life, a kiss on the lips means nothing in most cases. In a porn game, there should definitely be a goal to seduce a sister.

He is using it as a figure of speech... I thought you would know this. Logan is considered the Alpha in the group, and everyone else or "friends" is following his lead. That's what is trying to be conveyed here. Another way to put it is Logan and his entourage.
