L&P (regardless of the polls he proposes) has done, does and will always do whatever he likes with the look of the characters in his game. To confirm this (if the prodigious growth of Sophia's main LIs in just three weeks of gameplay isn't enough for you) look at Sophia's hair colour in the role-playing scene with Liam on the evening of PD2 (Modeling for husband).
To me here Sophia looks blonder than ever and, to my recollection, there was no poll about it.
Then, as now, Sophia had just been to Claire's salon and the new hairstyle for the evening at the restaurant (dinner with Andy and Cathy) was accompanied by a slight touch-up to her hair colour.
So if L&P thinks that Sophia, in this second part of the game, should be blonde (regardless of what the various polls among his patrons decide) he will gradually (scene after scene) make her blonder and blonder and most likely we will not even notice that this has happened (probably because we are busy talking about other 'more interesting' aspects of the game).
