In the state of California, these tutor boys would be underage as it is 18+ there
In the UK, the youngest is only underage as it could be argued he is 15, but the other 2 are over the age of 16 for sure. it's 16+ in the UK
In Italy, they're all over the age as it's 14+ in Italy.

Nowhere in AWAM does it say what country AWAM is set in or isn't set in, so it really could be anywhere. Hence, why there is no shota in AWAM, people should stop calling them that.

I doubt anyone will stop with it but it needed to be said, and there is no shota tag assigned to this novel, but L&P did do a poor job clarifying that, and that cost him big.

As I said at the start, just because you think it is, doesn't make it so.

edit* I recognize me saying it isn't doesn't make it so either, but I stand by what I say. It can easily be explained why they're all 18+, granted the youngest is harder to do that with, but he can be aged up, its actually not that hard for L&P to resolve this.

shota is a smart word to not say underage boys, same as loli for underage girls... artists used this for years, and those where prohibited because we all know what it is. saying all characters are 18+ is just to make it an check to some (another way to pass), but if a regulation sees the size, proportions and setup of them they know its not... dylan is probably 14 (first time released 12 maybe, by the size), those kids from tutoring are 11, or 12 (but with mutated dicks since they have bigger than normal sizes)... this is a fantasy game about por... I mean blue balling. in a site full of incest, and other crazy genres, and pirated from creators who make then in patreon or other sites that gatekeep normal people out so they dont know what the game really have, they all change content for steam if they go for the common since theres a lot of prohibited content. so please dont try to justify, just looks worse... its a porn site, stop filosofying and go jerk your dick to somethink in this site (this game here probably not since theres no action at all).
