Download both. If you haven't played part 1 start with part 1. If you only want to play part 2 then you could just go to the gallery in part 2 and choose events without requiring you to have saves from part 1.

you should download both parts for the game. however you should play through part 1 of the game first before you decide on playing part 2, reason being is because you wouldn't understand the story if you were to jump ahead and play part 2 rather than firstly playing through part 1
