1 500 - 2500 on average.
It all depends on the amount of work, if he wants to start right from 0, and not just do what he originally wanted right, just take the old Adora model, transfer it to a new genesis, and make textures similar, it will be cheaper, I think, and faster

Transfer from gene3 to gene9 is not ideal, even if morphs may be lost on gene8 and the face will become unrecognizable.
