Depends solely on your understanding of the term "netorare"! Adding a wife to the app, and therefore knowledge of her actions and actual, albeit silent, approval or push to action excludes "netorare" in its classic form.
P.S. In my opinion, the term "netorare" is not applicable to this project at all. Since all the heroes, both main and secondary, are very poor in emotions! Cheating as such is only possible at the beginning, before adding a wife to the app. Or in the case of not adding a wife to the app, we can talk about cheating, but under the influence of the app (under duress).

As of the moment, go with "Add wife to the app". There's a netorare path for both scenarios, but the "Wife not added to app (NTR path)" hasn't been updated in a long long time. So little to no content there.
After adding a wife to the app, the MC practically controls (or should control) the wife’s sex life and has the ability to give her commands. Accordingly, this is already consent to any subsequent actions of the wife. It makes sense to talk about the NTS path (netorase), but not NTR.

Yeah, but I don't think the person asking the question cares if it's NTS or NTR. Most people treat both of them as Netorare. Although I personally don't see cuckolding or NTS as Netorare, but very few people actually care about the distinction.
