I thought it was the lawsuit progress at first but that one is always stuck at 10 so I'm guessing it's a different metric

I really like this game I think it's great but I just wish a little more content was taken from Haruka and given to the other girls. Haruka is a great character but she's had way more scenes than any other character by a lot. Especially Rina, I forget she's even in the game sometimes.
