Note that this walkthrough is rather old and very outdated, but it's accurate for what was available at the time.
This is my save file. I think I got most of the slaves I could run into. For some reason I could not get Victoria or Reese to spawn. Not sure if I missed anything. Not sure if I missed any other characters.

Victoria: Spawns by either being far along on the Heroic route OR by enslaving 8 characters.
Reese: as a guy, spawns by visiting floor 16 and instantly leaving. He then spawns in the school hallway.
Reese: as a girl, you need Cassandra + Sarah in normal personality and brought to the dungeon. Watch the scenes involving them chatting and agree to chat with Cassandra.
Head to the item shop (if Molly isn't fired, otherwise streets) and agree to track down Cassandra. Head to the lake and watch the scene.
Visit the streets/lake multiple times for various scenes - at the lake, you'll be given the option to pull on a rope. Once you see that one, head to the item shop and then back to the lake and chat with Cassandra.
Tell her "same here" for a small affection boost and then head to the lake and hide with her. Cast Suppression when prompted (end of the scene).
I have 15 slaves, and did not get the scene with Victoria.
I have been to floor 17. Maybe because I continued to floor 17 after 16, Reese won't spawn now?
I think this is the only thing I hate about the game, missing a specific event. Wish there was something where you can meet these characters roaming a specific floor in the dungeon to have other attempts. Kinda like Kate, but on a repeat.

Victoria should spawn in/outside school if you have 8 slaves, I forget where she spawns. Maybe you had too many?
Reese stops spawning the instance you set foot on the invisible floor on floor 16 and no, I am not making that up.
I believe there must be a cap of how much slaves you can get. This new save file has Reese, as well as the mayor, and Ashley with her soul back. Could not trigger Victoria.
Hopefully someone will like the save, since a lot of people are request one. Maybe someone can trigger Victoria in mine if they are lucky.
Edit: I finally for Victoria. So a total of 18 slaves. I believe this is everyone, unless I am missing someone that is not listed in any of the three guides I ran into.

I've loved this game for a long time, and I still play it sometimes because the story and the fetishes are so interesting. But I think this game really needs a remake or an improved sequel, because sometimes, being Flash-style, it has bugs that can ruin an entire playthrough, or some cutscene animations can't be fully viewed, which is really annoying. I hope that in the distant future we'll get a remake or an improved sequel to this wonderful game.
