More specifically, dead Japanese men made weird obscenity laws decades ago, and now alive old Japanese men in political power are too scared of being labelled the H-guy to get rid of them.
The laws admittedly make no sense but Japanese politicians are too scared and conservative to either change them so they cover things correctly or get rid of them entirely so it matches the rest of the western world.

To deal with this paradox, they have to settle on what "obscene" is but the problem is...they can't! So they vaguely left it there with no legal definition. All legal bases as to what "obscene" is is basically from a bunch of court proceedings in which an "obscene" thing is a thing that:
- arouses and stimulates sexual desire
- offends a common sense of modesty or shame
- violates proper concepts of sexual morality
To solve this Millennium Problem, the porn industry slaps a bar on the penis and vagina and
BAM it is no longer obscene. It should be emphasized that
the porn industry does this on their "own" and that
the government has "no hand" in porn censorship because they literally can't censor anything thanks to the constitution. Just semantics really, but it's pretty interesting nonetheless.
That aside, everyone should give this game a chance even if they think it looks janky. The animations and expressions are pretty hot. I'm usually not a fan of games where you train the female (because it usually just comes to making the female squirt X number of times on X body part) and, yeah, the same still applies here except with some minor gimmicks, but the story is actually pretty decent and interesting. This seems like the dev's only game on DLsite so I hope they make more.
