I've found the solution, if you have any controller connected just remove it and it works. In my case I had one arcade and one xbox360 pad.

It is obtained when you have passed the ending (epilogue) and when you prostitute yourself in the city Kelcrow Street and where you select 1 - 19 to unlock the CG scenes in 10, from there it is unlocked

Well...

Yes, they find the teacher, beat some people, and in the end, the two of them do eventually get married, but not before the dude awakens to the pleasure of watching her get fucked by other people... which, y'know, is kind of to be expected considering what kind of alchemist she is. Only someone who can like something like that could possibly pair up with a girl that absolutely need semen of all things for her job.

That's the true ending at any rate. There's some "IF Bad Endings", involving losing too much to various bosses where what's-her-face ends up mind-broken yada yada. I don't remember the details.
