You're right that it's tied to the refresh rate. But if the animation is designed to be run at 60 fps, why not just have the timer be 1/60 of a second?
I set$ combat_submission_timerspeed = 0.017
and now it runs correctly, irrespective of the refresh rate.
EDIT: attached a quick fix for people with refresh rates > 60 Hz. Extract togame
folder.
MFW I have a 144hz monitor and thought the game was just gonna be insanely hard lol
