You are wrong, only Kimberly is traveled with mc and they met Julia,mc's mother first. He only met Penelope later in the Ice Cream Parlor. How could Penelope know in the pool that she might die? That doesn't make any sense !
We don't know anything about MC's life and his family before time travel..who his father is.. etc. What we do know is that Julia is a single mother and that they are very poor.
As you said: no one knows anything other than what we have seen so far. Only the Dev does. Anything beyond that is speculation. Myself, I do not think Penney is any kind of a time traveler. What I think is that she has a very good memory and some things that happened to her in her past she is starting to remember. Everything that you see in life goes into your memory bank. You may forget but it is still there, somewhere. I kind of think that is what she is going through when she talks to the MC after everyone has left the pool. She's remembering how Julia was saved and that is was probably the MC somehow. Because she is remembering that, she also would know about her falling from the tower and someone saving her. Based on that hypotheses, it could explain what she said to the MC. "If you want to share Julia you better save me from falling otherwise it (the sharing) will never happen.
