Assuming your question isn't rhetorical, I'd say it's because the dev is an extremely talented artist but horrible with the development side of things. The main love interests are crazy hot. Then you want to play the game to get more scenes . . . and find out the game is going nowhere. I totally agree that attention/energy would be better spent on the three main girls at this point. Side girls should always be equally hot with the main girls, or they'll probably just end up feeling like a waste of time.
Moreover, your comment reminds me of something suuuuper obnoxious that happens often in other games: a dev will spend several updates on grinding out the relationships with the main love interests, and then in the next update, the MC will have full intercourse with some random boring side chick, with no buildup. It's as if the dev thinks, "Oh no! I've forgotten to add adult scenes to my adult game!" so they just add random stuff with girls the players likely don't care about. Then they go back to the slow grind with the main girls. All obnoxious.
Why i can't progress Elena story? the quest saying waiting for Bella text after freezing event, tips is go down to dining room at night, but nothing happen?

The devs seem to think that we absolutely need to put a dick into something to make it worthwhile. While the reality is that we don't fucking care about dipping it into a random slut. Most of us are here for the meaningful interaction with the main cast. And we can wait a bit for the main dish to be presented at the table, as long as the appetizers are tasty enough.
Yup, and the appetizers have been, well, super appetizing in Amnesia. Just boggles my mind it's been 6ish years of appetizers from such a great artist. Like if I was a talented artist like Super Alex, I'd damn well make sure my game maintained good pacing, so that I could escalate my scenes to really showcase my work. Like, sure, slow burn games are perfectly fine, but if they're not handled properly, they often end up holding back the artistic side, as is the case with Super Alex.
