Hello. New to the thread. Question. Will I need to DL parts 1-4 or just this latst uppdate? Any help is greatly appreciated.

It's all the same. the files under "split" or the ones under "download" are (or should be) the same game version.
Split as you should know, is basically the same as the 'big' download, just that those files are instead *split* into 4 parts, to make 4"smaller" downloads instead of just one big.
In the end, it's all up to you. You get the latest version either way (and 'latest' version of course includes all previous updates)
Just dont bother with the links under "before the remaster".
