Yeah, I rarely accuse devs of milking, and I actually don't think the problem is milking. I think it's just a horrible lack of organization.
I think about it this way: no one would likely argue the quality of the renders, scenes, or animations. Some of the hottest girls and animations I've seen in adult games. The artist is definitely talented.
So, having such a talented artist, and assuming the basic goal is to make as much money as possible, they could either stall things out and keep what patrons they have--or they could actually work a liiiiiittle bit harder, take advantage of their artist, and rake in way more money. Like, the money they could potentially make far outweighs what they're pulling in now. In my mind, this game could be easily top 5 in this industry and making serious money if it had the least bit of progression. And by that, I mean they could develop a horrible story and just sprinkle in nonsensical sex scenes, and as long as those adult scenes were evolving, I bet the dev would get way more supporters, just because those love interests are super hot.
But instead, there are just a bunch of well-made foreplay/grinding/masturbatory scenes. They could just swap out those scenes for scenes with actual intercourse and the workload would not likely change, but they'd likely get more supporters and thus more money.
The problem is the devs all hopped into a boat with some grand vision on the horizon, but not a single one bothered to bring a rudder. I think the remake was the devs realizing they forgot the rudder, but now they don't realize they forgot oars . . .
