The netorare tag you refer to, is in the unofficial renpy remake which concluded several years ago. And the criminal plot if anything has got more interesting, with Carl being revealed as a villain, Anna taking a much larger role in it, and the reveal that Sergey's gang is just a small part of a much larger Mafia organisation, which Anna will have to deal with in the future. Also, the FBI have them all under surveillance and now want Anna to infiltrate the larger Mafia organisation and discover the kingpin behind it all. I think the criminal plot so far, has only been the precursor, to a much more expanded storyline we'll get in the future.
