As I've explained before Netorare only applies to the protagonist, and them being cheated on, and experiencing feelings of jealousy and mental anguish at the prospect of losing their love interest. And in this instance, Netori doesn't apply either, because then the cheater has to be taking away someone else's love interest. That's why there is no NTR tag, just a cheating tag. There is no appreciable NTR in this game, and Anna cheating on Andrew is definitely not a part of what little there is. That is just cheating, and nothing more.Anne has a boyfriend and she is chating on him...THIS IS NTR!
That is why without Andrew this story has no sense on the sex side,,, without Andrew this story does not fit with the sense of all he prequels and the CH1 (except for the idiot short novel in the OP that is senseless and wrong!!!)

that is why the CH1 is far better
and as you can see in the pic there is still netorare tag in the CH1

The netorare tag you refer to, is in the unofficial renpy remake which concluded several years ago. F95 have since refined their interpretation of what constitutes netorare, and that's why it doesn't appear in the tags above. But because the unofficial renpy remake is effectively abandoned, I guess they don't change the tags on those retrospectively.
