That is an old save issue in the sandbox version. That's why they provide saves at the beginning of each version, which apparently gets around this issue, for most people. If you insist on using your own old saves, you're likely to get exceptions. It's caused by the phone function, that was poorly implemented, many updates ago. Unfortunately, there is no easy solution to it, beyond starting Chapter 2 again from scratch. So I don't think it's a case of them not trying to fix this, but of not knowing how to, without causing a considerable delay to future updates. Fortunately, the VN version does not suffer from these issues, because the phone function is not a part of it.I have the same problem. I pulled my support for him because he wouldnt address it. In part 17 not only is it still broken, but if you go and play through again, the scene were John wakes Anna up while high now has the same problem, whereas before 17 it did not. I dont understand why this isnt a bigger talking point or why its being ignored by Deep. But it doesnt seem to me he cares about fixing game breaking bugs.
Not everyone though is affected by this issue. Some people can play the sandbox version without getting these exceptions. But it seems to be affecting more and more people as Chapter 2 progresses, and as you noted it can cause issues with earlier parts of the game, when a new update is released. But the problem for most people, is the saves that they have made in previous updates. If you were to start the game from the beginning in every update, this would not be an issue for the vast majority of players. Obviously though, that is not an ideal solution, so if you want to play the sandbox version, I suggest you use the saves provided by the Devs and ignore any older saves you've made yourself.
There are also a small minority of players (myself included) who cannot play the sandbox version at all, because of a Windows 11 incompatibilty issue, which has not been addressed by Microsoft ( not everything is the fault of the Devs). Fortunately, as I mentioned earlier, the VN version is not affected by this or the old save issue. So if you want to follow your own path through the game, then the VN version is the best way, because old saves work perfectly well in this version and don't cause exceptions.
