rpgm is a dying platform. While it has it charms it's a giant waste of time to both create games for it and for the players playing it if you compare to renpy.

Yes chapter 1 or part 1 if you like is "Complete", there will however be a small update to it regarding some order of the scenes of the previous v2.0 update. For your 2nd question, i will say yes you should play chapter 1/part 1 first.

I didn't finish the new chapter yet so I don't know if there is hot content but I'm really happy that the developer migrated the game to Renpy, I like the UI with Anna moving through the scenes, it's a lot more consistent.
