First off:
1.go to the renpy folder,
2.then select common,
3.open console.rpy with notepad,
4.find the line "config.console = False"
5. change "False" to "True"
6.save and exit, then reboot the game and once you're playing then press Shift + O.

Same as the normal "MC.Love=XXX" only replace "MC" with characters name. So for example to set Flora's love to 100 it would be "Flora.Love=100"
