Got a church blueprint when Rodger sent me and Eve looking for a book. No blueprint added to inventory. Cannot build a church in the base.
Has the School been added to the game? Searched for School (13) in changelog, but...
For the Church, keep following the Eve story line in the Journal.
As for the school, it has been added. You need a teacher in your guest house not assigned to any job. On a sunny afternoon (Between noon and 4, I believe) go to the Youth District, and a random event may happen where you find the teacher reading to a group of kids. The event has 2 versions, 1 where you just continue on with your day, and the 2nd where stay to listen to the story, and when finished, you and the teacher have a talk about a school. After the talk, the list of materials needed to build the school will appear under the bases tab in the Settlement management menu in the bedroom.
