map so big but no clues on where to find the job starter npc

The map is the problem, and is probably deliberate design. It easily adds 5+ hours to the runtime, unless you do others suggest and just use a save editor to skip all that crap and the WP you need.

You must look for them. You need to find NPC with an "!" above their heads. The quest will be added only after speaking with them.

Go to the Japantown Shrine, there is someone over there. Go and talk with him. Then return back to Japantown.
