I'm having the same, going from 80% to 40% after the pool scene. Have not found a way to increase it back up again...
You have to wait for Julia at the exit from work in the alley at 4 or 5 if I remember correctly (just go to the alley and advance the time)
In the clothes shop in the mall, the hoodie is in the first row but hardly visible because everything is dark (if you look in the previews posts, you will also find the images)
that's also my issue.. i'm also stuck with 84% game progression with all the available quest finished.. i couldn't access the other dialogues also..

and the icons don't appear to end the scene, leaving in an infinite handjob ( style 無限 月 読, Mugen Tsukuyomi from Naruto Shippuden ). Looking at the code, that scene should be achieved by continuing the story of Julia reaching 60% and then 80% (I mean the percentage of the story, not the affinity with her). At that point I had a high affinity with her but a low percentage of continuation (25) and that scene should not have loaded ...
